"Are there any other pertinent tribal groups or authorities that should be involved?"

An interesting question, since the Indian Township Passamaquoddy Reservation, as well as other Tribal members, have not given their permission to lease the Split Rock site to Quoddy Bay LLC. Also, the Bureau of Indian Affairs illegally relinquished its statutory Indian Trust responsibility to conduct archaeological studies of the site that FERC is referring to.

"In Section 5.2.1.1, indicate any economic losses associated with construction and operation impacts from the Import Terminal and the Sendout Pipeline on important commercial and recreational fish, shellfish, and other aquatic species in both marine and freshwater habitats."

Each LNG ship — by taking on millions of gallons ballast seawater and millions of gallons of seawater for engine cooling, would kill off significant numbers of lobster larvae — as well as other commercial species, damaging the lobster fishery in Maine, New Brunswick, and possibly in New Hampshire, Nova Scotia, and Massachusetts.

"In Section 5.2.1.5.2, clarify the discrepancy on page 5-6 about additional government expenditures for road maintenance during operation of the LNG Terminal. The first sentence of the first paragraph states that, “there may be need for limited additional government expenditures relating to the Project for road maintenance;” however, the second paragraph states that, “Quoddy Bay does not anticipate any additional Project-related road maintenance during the operation of the Project.”

The above is just another example of how Quoddy Bay LLC deals with truth, and mirrors how they have been dealing with the public. Following is yet another example:

"Section 5.2.1.10 states that no agricultural land, pasture, or timberland would be affected by construction of the LNG Terminal. During the July site visit, it appears that at least a portion of an existing blueberry field would be impacted by the LNG Storage Facility."

The FERC comments also require Quoddy Bay LLC to respond to issues regarding Environmental Justice; dredging of Half Moon Cove, and contamination that dredging might produce; the impact on educational and recreational uses of Split Rock; the effects of the facility on the proposed Split Rock boat landing; impacts on the shell fishery; plus a seemingly endless list of missing data, explanations, and justifications from Quoddy Bay LLC's records that have been submitted to FERC.
