Summary: The Maine Historic Preservation Commission (MHPC) has not received a copy of the FERC Downeast LNG Final Environmental Impact Statement (FEIS) that has been suspended due to Downeast LNG changing the proposed project to add exporting LNG. MHPC has not looked at this project since the Draft EIS was published in 2009.

  • Marine geotechnical studies are ongoing, hope to complete in January. Land-based sampling is
    completed but waiting for lab results. Further process design work is pending completion of
    geotechnical studies, and some environmental work (e.g. visual impact assessment) is pending
    further design work.
  • Some clearing has been done for a dirt access road for geotechnical test drilling equipment.

Both countries provide innocent passage; however, LNG transits through those passages — engulfing civilians and civilian assets within US Government-defined Hazard Zones — would not be innocent, thus innocent passage does not apply.
