Description: Save Passamaquoddy Bay challenges Downeast LNG's vapor dispersion Exclusion Zone containment solution under CP07-52, et al.

Summary: Downeast LNG proposes 1.76 miles of concentric "vapor fences" to contain LNG vapor from a release — because the terminal site is too small. Downeast LNG has known for years that their site was too small, and should have relocated, but did not.

Downeast LNG does not propose vapor fences along the shoreline, meaning that LNG vapor from a release could pour over the cliff down to the beach, impacting anyone who might be there — perhaps even affecting homes above the north shore of Mill Cove.

SPB cites US Department of Transportation research that illustrates (photo included) LNG blown along the ground by the wind piling up at a vapor fence, then overflowing the fence, dropping back to the ground, and continuing to be blown by the wind.

Downeast LNG's vapor dispersion Exclusion Zone report to FERC indicates that vapor would overflow an inner vapor fence, and then flow to the outer vapor fence alongside highway US-1. If the modeling had continued beyond the 10-minute requirement, it might have shown the vapor overflowing the outer vapor fence, pouring over highway US-1 and onto private property across the highway.
