Summary: FERC's letter of 2013 June 12, Accession No. 20130612-3034, asks NOAA to agree that Downeast LNG would not adversely impact endangered species, and includes 15 conditions that DeLNG would need to observe; however, FERC ignores the known toxins in the waterway bottom that would be reintroduced into the water column by pier and trestle construction — contaminating biota that is food for endangered species. Therefore, endangered species would, indeed, be adversely impacted by Downeast LNG.

Also, FERC indicates that the listed conditions must be observed in Grand Manan Channel and in the Bay of Fundy west of Grand Manan; however, FERC makes no conditions for transiting Head Harbour Passage and in Passamaquoddy Bay.
 
Therefore, NOAA must refuse to concur with FERC's request.

Save Passamaquoddy Bay is contacting numerous whale expert organizations, indiginous peoples organizations, and news media, requesting that they respond to FERC's seriously flawed conclusions.
