Sep 11 | Issued By: ENERGY PROJECTS, OFFICE OF [FERC] Summary: Downeast LNG omitted critical information required for FERC to determine the veracity of Downeast LNG's vapor dispersion Exclusion Zone results. Information: FILE LIST |
Sep 12 | Issued By: ENERGY PROJECTS, OFFICE OF [FERC] Summary: Among other details, the filing states that FERC and the US DOT will review Downeast LNG's vapor dispersion Exclusion Zone report — and once Downeast LNG complies with FERC's information requests — FERC will issue a Reliability and Safety Analysis supplement to the Draft Environmental Impact Statement (Draft EIS). There will then be a 45-day comment period. (We believe that FERC will then issue a Final EIS. A short comment period after release of the Final EIS comes just prior to a FERC Commission permitting decision.) An obvious question is whether or not Downeast LNG can or will ever provide answers to FERC's technical information requests, since DOWNEAST LNG IS ALREADY OVER 3 YEARS LATE answering requests that were due on 6 July 2009. Sep 13 | Issued By: ENERGY PROJECTS, OFFICE OF [FERC] Summary: FERC submits a correction to one of its 2012 Sep 11 information requests. Information: FILE LIST |
Sep 17 | Filed By: Save Passamaquoddy Bay Summary: Save Passamaquoddy Bay points to research demonstrating that there are heavy-metal toxins in the St. Croix River and estuary around the proposed Downeast LNG terminal jetty and pier. SPB is concerned about toxins in Passamaquoddy tribal members' sustenance fisheries, and impacts on commercial species and marine mammals. SPB also points to involved federal agencies' Executive Order 12898 Environmental Justice obligations. Information: FILE LIST Filed By: Save Passamaquoddy Bay Summary: Save Passamaquoddy Bay resubmits its cover letter from the previous filing, to correct the comment submission date indicated in the text. Information: FILE LIST Filed By: Save Passamaquoddy Bay Summary: Save Passamaquoddy Bay expresses concern that no vapor fence confined-vapor explosion research has been performed, especially since Downeast LNG's proposed vapor fence configuration appears to establish potential confined vapor that could explode. Such an event could impact terminal equipment, and could also result in further vapor dispersion. Save Passamaquoddy Bay requests that FERC disallow vapor fences in the absence of qualifyied vapor fence confined-vapor explosion research. Information: FILE LIST |
Sep 28 | Filed By: Save Passamaquoddy Bay Summary: A 2004 published study by the US Environmental Protection Agency (as secondary author) demonstrates toxic mercury contamination of the Saint Croix River Estuary. Downeast LNG's proposed 4,000-foot long jetty and pier construction would likely contaminate fish consumed by Native American/First Nations subsistence fishers, by US and Canadian consumers, and would likely contaminate protected marine mammals. That would violate federal Environmental Justice obligations, and safe food practices. Save Passamaquoddy Bay asks FERC to dismiss Downeast LNG's applications, or at the very least to deny Downeast LNG of permits. Information: FILE LIST |
