Summary: Save Passamaquoddy Bay demonstrates that the US Department of State claim of right of innocent passage under the UN Convention on the Law of the Sea (UNCLOS) through Canadian waters to the proposed Downeast LNG terminal (and the now-defunct Quoddy Bay LNG and Calais LNG terminals) is fraudulent. Additionally, FERC and the US Coast Guard, instead of blowing the whistle on the Department of State, have been complicit in the fraud.

Save Passamaquoddy Bay suggests that the State Department withdraw its opinion, and demands that FERC dismiss Downeast LNG's applications.

Summary: Save Passamaquoddy Bay's Mar 21 comment (Accession No. 20130321-5053) erred in the name of the US Coast Guard Chier of International and Maritime Law. The correct name and new rank are: RADM Charles Michel. (We had mistakenly referred to him as "CAPT. Stephen Michel." He was a US Coast Guard Captain when he made the referenced statement, but is now a Rear Admiral.)

RADM Michel admitted that the US has no standing in international court regarding innocent passage since the US is not a party to the UN Convention on the Law of the Sea (UNCLOS); thus, the US Department of State claim of innocent passage rights under UNCLOS are indefensible.

  • Providing the correct date (2005 Jun 1) that the Bureau of Indian Affairs fraudulently approved the ground lease between Pleasant Point Tribal Government and Quoddy Bay LNG; and
     
  • Correcting the spelling of then-Secretary of State Condoleezza Rice's first name.
