The correct name and new rank are: RADM Charles Michel. (We had mistakenly referred to him as "CAPT. Stephen Michel." He was a US Coast Guard Captain when he made the referenced statement, but is now a Rear Admiral.) RADM Michel admitted that the US has no standing in international court regarding innocent passage since the US is not a party to the UN Convention on the Law of the Sea (UNCLOS); thus, the US Department of State claim of innocent passage rights under UNCLOS are indefensible.
